The Community Home-based Care Service for the Aged : Practice and Exploration of Shanghai

With the increasing demand for services of the elderly,  the gradual weakening of more traditional family care functions and the increasing scarcity of  institutional supply, the community home-based care service for the aged is becoming the dominant and an effective model in China.

Shanghai was the first city (from 1979) to encounter an aging society: 20 years earlier than the rest of the country. At present, the city has the highest level of population-aging and the highest percentage of people aged 80 and above.  It is also the first city in China, since 2000 and with great success,  to start with the practice of community home-based care services for the aged. At the same time, this model needs further improvement and optimization because of the lack of professional service personnel, the lack of the participation of social forces, and so on.

This lecture aimes to provide a more in-depth  understanding of  the whole development process of  Shanghai’s community home-based care service for aged. It will show  the policies introduced, the measures taken and the achievements obtained, and will reveal the prominent problems and their causes, and, finally, explore possible future counter-measures. 

About the speaker

Dr Gao Hui is an affiliated fellow with the International Institute for Asian Studies in Leiden and an Assistant Research Fellow at the Shanghai Academy of  Social Sciences (SASS) in China. She specialises in sociology and her main research fields are population aging and  the urbanisation of the population. She has been responsible for two projects of China’s National Social Science Foundation (NSSF) and has taken part in two major projects of the NSSF, as well as in many Shanghai municipal decision-consulting projects. Gao has also participated in Shanghai’s social blue book for the last 5 consecutive years since 2009.
